 Thanks for the responses! I installed the 64-bit version of Cygwin, with
 64-bit compilers. Are you implying this might be an issue? I don't have
 access to the Intel compilers unfortunately, so that's not an option (to
 my knowledge Intel doesn't provide their Fortran compiler for Windows
 under their academic license).

 I tried running the configure with the suggested additions, but it
 produced the same result.

 Kelman, are you saying IPOPT will only work with a 32-bit BLAS library?
