 I take it that simply rebuilding the ./configure and Makefile.in files
 with a newer version of autotools on MinGW is not simply an option for
 fixing these problems, is it?

 I guess that if IPOPT were compatible with a more recent version of
 autotools then it would have been distributed with the libtool, configure,
 config.guess scripts etc corresponding to those newer versions.
