Comment:

 r2250 reverts r2187 and related commits.

 The new tagging mechanism seems cause (really difficult to debug) problems
 in Couenne (and maybe other codes that do many Ipopt calls in a sequence).

 Maybe the tag is not unique enough, since it can reoccur when a tagged
 object gets the same memory address as a previous one, both time the tag
 counter starts from 1.
