Comment:

 There could be a number of reasons for the problem, including an incorrect
 setup of your compiler environment.  I'm currently not using Ipopt on
 Windows, and don't know what the issue might be. I suggest you write a
 message to the Ipopt mailing list, there are a number of Windows users
 that might have suggestions.
