Comment:

 I suggest you post this question to the Ipopt mailing list where more
 Ipopt users will see it, and some of them might have an answer.  The most
 important step of course is to make sure you are following the
 instructions precisely.

 At this point just a thought (but I'm going to close the ticket):  Did you
 try to compile and run a simple C++ program (independent of Ipopt) to see
 it is not a problem with your local setup?
