 I've been trying to generate a stand-alone windows executable for IPOPT
 under cygwin using ./configure --enable-doscompile. For some reason, when
 I
 run the ipopt executable it still complains that the Cygwin library
 Cygwin1.dll is not present. This happens even if any third-party software
 like blas and lapack is compiled with the code. I attach the onfig.lop
 file. It seems there might be a bug in the configure script.
