Comment:

 More like `min 0*x', period. No explicit constraints, according to the
 !CoinUtils MPS reader. Fix involves tiny tweaks in
 dy_basis.c:dy_initbasis, mpsio.c:mpsin_enddata (DyLP r208) and
 OsiDylpSolverInterface::getMatrixByCol (Osi [https://projects.coin-
 or.org/Osi/changeset/1189 r1189]).
