[Dip] RELAX-AND-CUT in DIP

[Hugh Medal]

I am trying to use the relax-and-cut framework in DIP. Does anyone have any
examples that use relax-and-cut? I looked through <prefix>/examples but it
seems that none of them have the doRelaxCut parameter turned on. In some of
the examples (e.g., SmallIP) it seems that relax-and-cut is broken:

#{0,1}: use DECOMP for relax and cut (BROKEN)
