[Dip] Dip User Manual

[Ted Ralphs]

Sorry, there isn't yet a manual for Dip, but there are pointers to
Matthew Galati's dissertation, which describes the basic ideas, as
well as other paper and presentations, on the Wiki here:

https://projects.coin-or.org/Dip

The code is well-documented and there are a large number of examples
that show how to use it. I hope this is enough to get you started.
Please feel free to post questions to the mailing list.
