#86: "Bad" phase update after heuristic

 While Dip is in Phase I the user heuristic is called and returns a
 feasible solution. However, as far as I can tell, PhaseIObj is not updated
 so the solution is determined to be infeasible and problems arise. I used
 Dippy to build the model and the heuristic solution.
