 This has been fixed. Now the user can just setModelRelax(NULL) and does
 not need to generate an empty matrix.

 The SmallIP example now illustrates this. To see it, use the
 SmallIP_DecompApp2.cpp version. To build with this version, change the
 Makefile to VERSION2.
