 In running CSDP on the buck5 problem, I find that the startup is extremely
 slow.  In particular, it takes a very long time before the "Iter:  0..."
 line appears in output.  There's a fflush(stdout) on this, so it really is
 taking a long time to do something.  What is taking so long?
