[Couenne] Setting Cbc options

sorry for the late reply... Indeed Cbc and Clp options are not read.
Bonmin, Ipopt, and Couenne use Ipopt::IpOptions to read parameter values
from .opt file, while Cbc and Clp do not. I will change the manual to
reflect this.
