[Couenne] how to setup acceptable gap limit

Hi Ashu,
I believe the two options allowable_gap and allowable_fraction_gap are
what you are looking for. With the option
allowable_gap 2.58
Couenne stops as soon as |lower-upper| < 2.58, while the option
allowable_fraction_gap 0.05
makes Couenne stop as soon as the relative gap falls below 5% (I guess
they are equivalent to absmipgap and relmipgap in Cplex, respectively).
