Comment:

 Well, it's been interesting. The problem turned out to be code that was
 added to remove_dual_action without implementing a proper postsolve. Hence
 row bounds were not properly restored and row (logical) status was
 incorrect at the end of postsolve. The required postsolve is now in place.
