 With the current code in CoinLpIO, it is impossible to have bounds

 -infinity <= x0 <= -4

 I attach files fixing this (as well as ticket #14). Changes in
 CoinLpIO.hpp are only in the doxygen doc. Changes in CoinLpIO.cpp result
 in behavior for reading and writing bounds identical to Cplex (as far as I
 can tell).
