To enter, post your source code that solves general mixed-integer linear programs in MPS file-format to the COIN-OR Contest Mailing List. Submissions must include (i) one contest category (Student or Professional), (ii) submission type (Individual or Team), (iii) entrants names, (iv) entrants contact information, and (iv) their affiliations. In the case of a Team entry, one entrant must be designated as the Submitter. The Submitter claims the prize on behalf of the team for tax purposes. Submissions can be as simple as using the COIN-OR Simple Branch and Bound Code (SBB) and adding your own (a) custom cut generators, (b) custom heuristics, or (c) custom branch and node selection strategies. Submissions need not use SBB, however (a) original entries that use cutting planes must adhere to the design of the Cut Generation Library which may be expanded but no functionality may be deleted, and (b) communications of algorithms with an underlying or approximate solver (e.g., simplex solver) should be made via a standard interface such as the Open Solver Interface (OSI). Contestants may choose not to use OSI, however their alternative must provide the same or more functionality as the existing OSI design. Submissions may be made by individuals or teams. A team submission under the Student Category must be made entirely by students. Limit one (1) prize per submission. Your on-line entry must be received on the contest mailing list no later than 11:59 PM June 30, 2003 in your time zone. Entry is deemed submitted by the authorized account holder of the e-mail address submitted at the time of entry, who must be listed along with any co-authors named on the submission. Authorized account holder is defined as the natural person who is assigned to the e-mail address by an Internet access provider, on-line service provider, or other organization responsible for assigning e-mail addresses for the domain associated with the submitted e-mail address. If the submission category, names, affiliations or source code is incomplete, you will not be eligible for the contest. Sponsor assumes no responsibility for computer system, hardware, software, network program, or other errors, failures, or malfunctions of any kind, whether human or technical in nature, in the transmission or receipt of entries. Submissions must be licensed under the Common Public License (CPL) or a license that is legally compatible with the CPL. Note that this excludes the use of "free for academic use only" code and commercial software. Entries will be judged by a panel of qualified judges beginning on or about July 1, 2003 through August 1, 2003. Judges decisions are final in all matters relating to the contest. Entrants will be judged on the following criteria: (1) performance: 25 points; (2) documentation: 25 points; (3) extensibility: 25 points; (4) maintainability: 25 points. Maximum amount of points available is 100 points. In the event of a tie, the winner will be the entrant having the highest score in the number (2), documentation. If there is still a tie, a new judge will rejudge the tied entries, except in Wisconsin, where duplicate prizes will be awarded. To make more equitable performance comparisons, code submissions will be compiled using gcc 3.2.1 (or newer) and run on a single-processor, IBM NetVista (Pentium 4) machine running a Linux platform. The Student Category of the Contest is open to students who are enrolled full-time at an accredited two or four-year college or university. Proof of enrollment may be required.
