[Cmpl] Cmpl and java

Hello Steven,

I'm faced with some trouble with compiling the CMPL package on Win8.1. It seems that the QT4 framework (is used for Cmpl) does not support the latest Windows version. Therefore I have to change our build tools due to QT5. Sorry for the delay.
