For instant, I don't know which version I use. <br>
I am using or-tools to run CBC solver by <br>
setting the MPSolver to CBC_MIXED_INTEGER_PROGRAMMING

I think that it is a problem of version that or-tools integrate. <br>
The file that I provided is incomplete, that is because I foget to
close the file (I am sorry).<br>

Cbc crashed when trying to load the file in command line.
However, GLPK was able to solve it and returned a solution with an
objective value of 2.592971494e+05.
So I would say that your model looks ok and maybe something is going
wrong with CBC.
