There are configure options --with-pthreadsw32-lib and --with-pthreadsw32-incdir that make it a bit easier.
I'm configuring with
--enable-cbc-parallel
--with-pthreadsw32-lib=<pthreadsw32dir>/pthreadVCE2.lib
--with-pthreadsw32-incdir=<pthreadsw32dir>
However, Cbc's multithreading doesn't seem to work much stable under windows for me.
Hi

I'm using CBC for rather large problems. It would be very helpful if I
could use CBC's multithreading option under Windows. I found this:
https://projects.coin-or.org/Cbc/ticket/45

It's 6 years old... Does anybody know if it still works and how I would
be able to compile a 64bit version?

Any help would be very appreciated!
