[BuildTools] BuildTools release 0.8.7

Hi,

I created a new BuildTools release 0.8.7.
It extends the Blas/Lapack detection to use C linkage if no Fortran 
compiler is available.
Ted did updates to get.dependencies.sh to make it easier to use a 
different make and to have it working with Data projects other than Sample.
