[BuildTools] [Coin-tlc] Recent changes

Sorry, my bad, I should have dug into the tickets a bit to see what was
there that I could easily address with the new stable version. This one is
another candidate:

I would also like to see --with-pic as default, since it is required for
debugging Python extensions. The problem with that one is that I don't
think ASL can be built properly with that option.

Given that the releases just happened and should not really be "in the
wild" yet, we could in principle do some after-the-fact commits to fix
things up. It's not very nice, but wouldn't probably do much harm in this
case. Is it worthwhile to consider this?
