[BuildTools] BuildTools releases 0.7.9 and 0.7.10

Hi,

Ted created a new BuildTools release 0.7.9 a week ago. Here a the 
release notes:

- The option --enable-doscompile has been deprecated.
- --enable-doscompile=mingw is not supported anymore, -mno-cygwin is
   not set anymore, as not supported by current cygwin compilers anymore
- --enable-doscompile=msvc is still possible, but the new option
   --enable-msvc should be used instead.
- Specifying --enable-msvc moves the MS/Intel compiler to the front of 
the list of C/C++/Fortran compiler to look for.


I created a new BuildTools release 0.7.10. Here are the release notes:

- cleanup remaining handlings of -mno-cygwin
- -lgcc* is now removed from FLIBS automatically [Ipopt #215]
- fix test for existing libtool script [Ipopt #222]
