[BuildTools] BuildTools 0.7.5 released

Hi,

a new BuildTools release has been created.

These are the updates:
- enable debug information in VS10 property sheets Debug.props
- the use of pkg-config is now disabled by default for cl/icl builds
- use AC_CHECK_TOOL instead of AC_PATH_TOOL to check for pkg-config, 
which allows using pkg-config with path names that include spaces
