[BuildTools] Next version of the build tools

If anyone is interested, we are currently working on the next major version
of the build tools, which will be built on the latest versions of the auto
tools suite and is planned to address a wide range of issues, as well as
simplify the build system by eliminating a number of workarounds that are
needed with the version of the auto tools we are currently working with. If
