[BuildTools] BuildTools 0.7.1 release notes

Hi,

these are the changes which have been released with 0.7.1:

prepare_new_stable/prepare_new_release scripts:
- some fixes for creating new branches for projects that had no previous 
stable branch
- some fixes for thirdparty projects that do not have get.xyz scripts

coin.m4:
- the check for zlib and bzlib does not require --enable-gnu-packages to 
be given at configure line (see previous posting to this list)
- added options --disable-zlib and --disable-bzlib
- added macro to check for gmp
- setup of DEPENDENCIES variable for use in Makefiles to setup library 
dependencies w.r.t. other projects now also filters out libiomp5*, as is 
used when linking against a multithread mkl on windos
