[BuildTools] Problems with uncompressing data files (again)

Hi all,

I thought we had the confusion about uncompressing data files all sorted
out, but now I'm confused again. Currently, the data files do not
uncompress on installation, only when you run a unit test that requires
them. In other words, if I do

mkdir build
cd build
../configure
make install

the build/Data/miplib3 directory still contains only the zipped files. I
see that the Makefile for the SYMPHONY unit test contains a "make
uncompress command," which I guess means the uncompressing is supposed
to be done during "make test," not during "make install." This seems a
little funny to me now, though. Is this what we want? Or should we just
unzip on install?
