[BuildTools] Revised trunk/coin.m4 with --enable-doscompile

Yeah, I was just writing something to that account, since I realized the 
same thing after I had just sent the message.

So, I will wait with the creationg of a new stable branch until you had a 
chance to test.  And I will have a look at Lou's changes today.
