[BuildTools] importing a library from cplex under cygwin

	I'm afraid it's the other way around for me --- I'm learning a bit about
dlls from your post, and have no good advice in that direction.

	But let me ask the obvious question:  Why not give in to the dark side
just a bit and download the free Express version of Visual Studio?  That should
give you the ability to build your C program and link with the CPlex library.
