Comment:

 This has been fixed now in BuildTools stable/0.5, in connection with
 closing ticket #16.  Now, if under Cygwin configure is run with --enable-
 doscompile or with the MSVC compiler, the data files are copied, instead
 of creating symbolic links.

 The Data configuration files have been regenerated in their stable/1.0.

 As for the --enable-gnu-packages flag, it only enables the TESTS for the
 GNU packages, but if a package is not found, it is not used, and no error
 is spit out.
