Comment:

 I had a look at this recently, and I don't think {{{LIBS}}} is
 overwritten.  However, it might be that {{{ADDLIBS}}} didn't include the
 user-provided values of {{{LIBS}}}.  I changed this in
 BuildTools/trunk/coin.m4.
