[Coin-bcpdiscuss] BUG: Bcp-1.1.0 on cygwin

Hello

I have the same problem with a freshly downloaded Bcp-1.1.0. And yes
-mno-cygwin is causing it. I'm not compiling with --enable-doscompile
but still Clp uses the -mno-cygwin flag. It seems Clp doesn't know
about the --enable-doscompile and _always_ uses -mno-cygwin on cygwin
systems.

A fix is to download the newest stable Clp from
https://projects.coin-or.org/Clp/browser/stable/1.3/Clp
and replace Bcp-1.1.0/Clp with this one.

Then it compiles and "make test" works :)
